The recently concluded 2023 Leading Cadres' Meeting of China Aerospace Science and Technology Corporation (CASC) was guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It thoroughly studied and implemented General Secretary Xi Jinping's important instructions and directives on state-owned assets and central enterprises, consolidating and enhancing the integrated national strategic system and capabilities, scientific and technological innovation, building world-class enterprises, and comprehensively deepening reform. The meeting specifically discussed the development of the Group's aerospace technology application and service industries (referred to as the "Two Industries"), and deployed 10 key tasks under the framework of "Three Optimizations, Three Strengthens, Four Improvements". This is of great significance for accelerating the development of the Group's "Two Industries".

　　Developing aerospace technology application and service industries means developing the aerospace industry. The aerospace industry includes missile and weapon systems, rockets, satellite manufacturing, launch services, as well as satellite operation services, supporting equipment and facilities, and technologies and products derived from the transformation of aerospace technologies into the economy and society. The expansion and application of aerospace technologies into national economic sectors, i.e., non-aerospace fields, constitutes the aerospace technology application and service industries, all of which fall under the broad concept of the aerospace industry. As a crucial link in the Group's aerospace industrial chain, sustained high-quality development of the "Two Industries" drives the high-quality development of the Group's aerospace industry. This consensus dispels vague and one-sided perceptions among some cadres and employees regarding the status of the "Two Industries", pointing the way forward and boosting confidence for their subsequent development.

　　The "Two Industries" are an important component of the Group's aerospace industry. Under the correct leadership of the Group's Party Committee, all cadres and employees have emancipated their minds and strived hard, enabling the "Two Industries" to flourish. Having gone through three stages—initial formation, growth and expansion, and transformation and upgrading—the "Two Industries" have evolved from small to large and from quantity-oriented to quality-oriented. From 1999 to 2022, the Group's revenue from the "Two Industries" surged from over 8 billion yuan to more than 120 billion yuan. It has cultivated 25 core products each with a scale exceeding 1 billion yuan, including satellite communication applications, solar panels, and environmental protection equipment and engineering. With continuous expansion in scale and steady improvement in quality, the "Two Industries" have become the "half of the sky" driving the Group's economic development.

　　Developing the "Two Industries" is an inherent requirement for the Group to achieve high-quality development. The 20th National Congress of the Communist Party of China identified high-quality development as the primary task of building a modern socialist country, emphasizing that it should meet the people's ever-growing needs for a better life. Currently, the Group is accelerating the full formation of a "High Efficiency, High Quality, High Reliability" (Three Highs) development model, which applies equally to the "Two Industries" as it does to missile weapon systems and aerospace systems. The "Three Highs" model demands new breakthroughs and leaps for the "Two Industries"—a timely and realistic requirement on the Group's journey toward high-quality development. Faced with this pivotal task, developing the "Two Industries" is no longer a choice of "whether to do it" but a must of "how to do it well". We must deeply understand the evolving situation and requirements, adjust and optimize the industrial structure, and build a modern aerospace industrial system to address "what to develop". We must optimize the management and control model, earnestly implement responsibilities at all levels—especially the primary responsibility of "top leaders" for aerospace industry development—to clarify "who is responsible". We must leverage reform as a key driver, grasp the development laws of the "Two Industries", cultivate core competitiveness, inherit and promote the aerospace spirit, and inspire the industrial workforce to resolve "how to develop".

　　Accelerating the development of the "Two Industries" and building a modern aerospace industrial system is a critical pillar of the modern industrial system. The 20th National Congress prioritized modern industrial system construction in high-quality development and explicitly designated the accelerated building of a powerful aerospace nation as a key component. General Secretary Xi Jinping has attached great importance to modern industrial system construction. Central enterprises should better play their roles in scientific and technological innovation, industrial control, and security support within this framework. As the "Two Industries" have grown, they have closely aligned with national strategic needs, actively integrated into national economic and defense construction, and fully leveraged the driving and radiating effects of aerospace technology. They have become a vital force supporting national strategies, serving the national economy, and creating a better life. Accelerating the development of the "Two Industries" means promoting the transformation and application of aerospace technologies, fostering aerospace-specific economic formats, and building a modern aerospace industrial system. The Group's advancement of the "Two Industries" is a key initiative to implement General Secretary Xi Jinping's important instructions and the decisions of the 20th National Congress. We must uphold our mission, seize historical opportunities, adhere to market and operational laws, accelerate the high-quality development of the "Two Industries", enable aerospace technology to serve national economic development at a higher level, deeper depth, and broader scope, and faithfully fulfill the mission entrusted by the Party and the people in the new era.
