—— A Series of Commentaries on Implementing the Spirit of the 2023 Leading Cadres' Meeting of China Aerospace Science and Technology Corporation (CASC) – No. 2

 

As the leading force in China’s aerospace industry, China Aerospace Science and Technology Corporation (CASC) adheres to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and fully applies the new development philosophy. While successfully completing major aerospace projects and achieving a large number of internationally influential landmark results, CASC remains committed to **four orientations**: advancing toward the global frontiers of science and technology, serving the main battlefield of the economy, responding to major national needs, and safeguarding people’s health and lives. Leveraging its aerospace technological advantages, CASC develops the aerospace technology application and service industries (referred to as the “Two Industries”), making important contributions to the rapid development of the aerospace cause.

  Developing the aerospace technology application and service industries means advancing the aerospace cause. As a vital component of China’s overall national development strategy, the aerospace cause is a comprehensive concept with rich connotations. Its business scope includes not only missile weapon systems and aerospace systems but also technologies and products derived from the transformation of aerospace technologies into the economy and society. It encompasses not only technical conditions, production capacity, and testing capabilities in the aerospace field but also supporting talent pools, knowledge and experience, and cultural spirit. Covering space science, space technology, and space applications as a whole, it is of great significance for promoting scientific and technological progress, enhancing national comprehensive strength, and safeguarding national security, while also exerting a profound impact on serving national economic development and creating a better life for humanity. The “Two Industries” constitute an essential part of the aerospace cause and play an indispensable role in advancing both the aerospace industry and the national economy.

  The “Two Industries” have grown steadily throughout the development of China’s aerospace cause. Following the Third Plenary Session of the Eleventh Central Committee, the national defense industry underwent large-scale **military-to-civilian conversion** to support national economic construction, in line with the guiding principles of **“integration of military and civilian, combination of peacetime and wartime, priority to military products, and supporting the military with civilian production”**. Since the 1990s, the defense science and technology industry has followed the philosophy of **“integrating military into civilian”**, completing capacity restructuring and the reform and turnaround of defense enterprises. Looking back at civilian product development before CASC’s establishment, the aerospace sector continuously explored civilian business, evolving from scratch, from passive to active, and from survival-oriented to development-driven. Its understanding of civilian product development deepened, market awareness strengthened, and a solid development foundation took shape—ending the overreliance on military products for economic growth. By developing civilian products and supporting the military with civilian production, CASC objectively absorbed excess defense capacity and workforce, maintaining military capabilities, stabilizing technical teams, increasing employee incomes, indirectly strengthening national defense, and laying a robust foundation for the “Two Industries” after the Group’s founding. The aerospace sector recognized that civilian product development was not a temporary measure but a long-term strategy for the sustained and healthy growth of the aerospace cause. This insight remains highly relevant to cadres and employees engaged in the “Two Industries” today.

  Developing the “Two Industries” is a critical pillar for CASC to achieve leapfrog development in the aerospace cause. As a backbone of the national defense science and technology industry, CASC shoulders the dual mission of serving national defense construction and economic development entrusted by the Party and the country. Since its establishment, CASC has conscientiously fulfilled the sacred mission of **building a prosperous nation and a strong military**, developing the “Two Industries” in line with historical trends. The “Two Industries” have evolved from small to large and from quantity-focused to quality-focused, achieving remarkable progress as a core part of the aerospace cause: steady growth in economic scale and efficiency, enhanced capabilities to support military needs, effective responses to national strategic demands, solid progress in industrial restructuring, initial success in nurturing key market entities, and new breakthroughs in market-oriented reform. Corporate vitality continues to surge, with nearly 30 enterprises recognized as national or provincial **specialized, refined, differentiated, and innovative (SRDI)** entities, and multiple high-value products certified as **“Manufacturing Single-Item Champions”** by the Ministry of Industry and Information Technology. The “Two Industries” have become a vital force driving CASC’s progress, supporting national strategies, serving the national economy, and improving people’s lives. However, we must clearly recognize that the development of a modern industrial system presents new opportunities for the “Two Industries”; the building of a world-class enterprise sets new goals; and comprehensive deepening of reform imposes new tasks. These require cadres and employees in the “Two Industries” to demonstrate new responsibility, strive for new achievements, and realize new growth.

  In the new era and new journey, developing the “Two Industries” to achieve high-quality growth in the aerospace cause is an urgent requirement for advancing the cause of socialism with Chinese characteristics. The aerospace cause is the cause of the Party, the nation, and the people, and a key component of socialism with Chinese characteristics in the new era. As an essential part of the aerospace cause, the “Two Industries” are of great significance to the development of socialism with Chinese characteristics. From CASC’s experience in developing the “Two Industries,” we deeply understand that **unifying thinking and building consensus is the basic premise**, **keeping pace with the times and serving national strategies is an inevitable requirement**, **respecting laws and building core competitiveness is the cornerstone of success**, and **integrated development and innovation-driven growth are the sources of momentum**. These invaluable lessons must be cherished. Currently, the aerospace cause is in a critical period of historical opportunity. General Secretary Xi Jinping emphasized that **“consolidating and enhancing the integrated national strategic system and capabilities is a strategic deployment made by the Party Central Committee based on the new situation, tasks, and requirements faced in building a strong country and a strong military, aiming to better coordinate development and security, and align economic construction with national defense construction.”** We must fully understand the practical and historical significance of this major strategic deployment. By developing the “Two Industries” with high quality, we will improve resource allocation efficiency, integrate aerospace manufacturing into “Made in China,” support “Created in China,” enable aerospace technology to better lead scientific and technological progress, drive transformations in quality, efficiency, and growth drivers, achieve comprehensive, balanced, and sustainable development of the aerospace cause, unify economic construction and national defense construction, consolidate and enhance the integrated aerospace science and technology industrial system and capabilities, advance the aerospace cause from a new starting point, and better serve the overall cause of socialism with Chinese characteristics.

  General Secretary Xi Jinping emphasized when meeting representatives of researchers and participants in the Chang’e-4 lunar mission that great causes **“start with dreams,” “rely on innovation,” and “succeed through hard work.”** We must fully implement the decisions and arrangements of the 2023 Leading Cadres’ Meeting, integrate our work into the overall development framework and the advancement of the aerospace cause, and strive to write a new chapter in the high-quality development of the “Two Industries” and the aerospace cause in the new era, continuously opening new horizons for the cause of socialism with Chinese characteristics.
