General Secretary Xi Jinping has pointed out that exploring the vast universe, developing the aerospace industry, and building a **strong aerospace country** are the unwavering aerospace dreams we pursue. The 19th National Congress of the Communist Party of China made the major decision to build a strong aerospace country, and the report of the 20th National Congress re-emphasized the need to accelerate this endeavor. In accordance with the strategic deployment of the Party Central Committee, China Aerospace Science and Technology Corporation (CASC) has set the goals of making China rank among the forefront of the world’s aerospace powers by 2030 and building China into a comprehensive world-class aerospace power by 2045.
Developing the **aerospace technology application industry and aerospace service industry** (referred to as the “Two Industries”) is integral to building a strong aerospace country. A strong aerospace country is defined as one that possesses robust capabilities to access, utilize, and explore space, achieves both scale and efficiency in its aerospace industry with strong potential for development and industrial spillover effects, and ranks among the **first tier of global aerospace powers**. It requires the comprehensive development of aerospace systems, missile weapon systems, aerospace technology application industries, and aerospace service industries. Its foundation lies in having aerospace strategic resources commensurate with its status and an independent aerospace industrial system, while its pillar is industrial development capacity. The “Two Industries” are an essential component of a strong aerospace country. Uniting and leading all cadres and employees to build consensus and work together to promote the high-quality development of the “Two Industries” is a key task for CASC now and in the period ahead.
Vigorously developing the “Two Industries” is a strategic pillar for CASC to achieve the grand goal of building a comprehensive strong aerospace country. Today, competition among major countries is intensifying, a new round of scientific and technological revolution is advancing rapidly, global aerospace competition is growing fiercer, and aerospace science and technology are being developed and applied at an unprecedented pace. We must clearly understand the situation and tasks, maintain strategic focus, adhere to a consistent vision, and accelerate the development of a strong aerospace country characterized by **“complete space infrastructure, leading innovation capabilities, significant industrial driving effects, a robust independent support system, a high-caliber talent team, and outstanding international competitiveness.”** This will enable China to act as a defender of national security, a leader in sci-tech self-reliance, a driver of high-quality economic and social development, an advocate for outer space governance, and a pioneer in advancing human civilization. Among these, the depth and breadth of aerospace technology transformation and application are key indicators of a strong aerospace country. China has now become a major aerospace nation, entered the ranks of aerospace powers, and embarked on a new journey toward building a comprehensive strong aerospace country. Achieving this goal hinges on **comprehensiveness**—not only in possessing comprehensive capabilities to understand, access, utilize, and govern space, but also in fostering high-quality aerospace industry development and robust industrial spillover effects, as well as in effectively advancing aerospace systems and missile weapon systems. As a critical vehicle for aerospace technology transformation and a national strategic emerging industry, the “Two Industries” remain an indispensable part of a strong aerospace country.
Vigorously developing the “Two Industries” is a key measure to embody the value and significance of building a strong aerospace country in the new era. General Secretary Xi Jinping has emphasized that aerospace exploration and technological achievements should contribute to building a better future for humanity. A strong aerospace country excels not only in national defense but also in serving the people. In recent years, as CASC advances toward this goal, it has remained people-centered, aligned with major national strategies and socioeconomic development needs, actively integrated into emerging sectors and key regional economies, and served national strategic objectives. By fully leveraging the driving and spillover effects of aerospace technologies, capabilities, and products on economic development, CASC has accelerated the transformation, incubation, and industrialization of aerospace sci-tech achievements. Many of these innovations have been applied across national economic sectors, delivering significant social and economic benefits. The widespread adoption of “Two Industries” achievements has brought tangible benefits and well-being to the public, popularized the concept of **“Aerospace Technology Creates a Better Life,”** built broad consensus for building a strong aerospace country, and fostered a favorable environment for this endeavor. On the new journey toward building a comprehensive strong aerospace country, we must focus on strategic areas such as the space economy, green economy, digital economy, industrial revolution, smart society, and Healthy China. We will actively develop strategic emerging industries with aerospace advantages, fully utilize both domestic and international markets and resources, systematically develop industrial, supply, and value chains, comprehensively enhance the quality of aerospace industry development, and better leverage aerospace technology to support and guide national livelihoods and socioeconomic progress.
Vigorously developing the “Two Industries” is an inherent requirement for achieving national strength in the aerospace sector first and supporting the building of a modern socialist country. General Secretary Xi Jinping has stressed that the aerospace dream is an important part of the national rejuvenation dream. In line with China’s strategic plan to build a modern socialist country by the middle of this century, we have advanced the timeline for building a comprehensive strong aerospace country by five years. This reflects CASC’s determination and confidence to lead the nation in aerospace development, achieve national strength goals first, and support the building of a modern socialist country. In the new era and new journey, realizing the Chinese dream through the aerospace dream has become the ideological consensus and guiding principle of all Chinese aerospace professionals. The “Two Industries” are a critical foundation for achieving national strength in the aerospace sector first. We must strengthen our historical mission and sense of urgency in developing the “Two Industries.” Through their high-quality growth, we will accelerate the formation of emerging industrial chains, drive new forms of space economy such as space biopharmaceuticals, space debris removal, and space experiment services to unleash enormous industrial potential, spawn new aerospace industries, and create new economic growth points. From a national strategic perspective, we will actively serve and integrate into the new development pattern, focus on key industries and fields vital to national security and economic lifelines, accelerate the development of strategic emerging industries such as commercial aerospace and satellite applications, electronic information and smart industries, high-end equipment manufacturing, new materials, energy conservation, environmental protection, and new energy. We will nurture new industrial forms of **“Aerospace + Informatization +”**, strongly support the building of a strong country in science and technology, manufacturing, quality, cyberspace, a beautiful China, and a digital China, and faithfully fulfill the mission of aerospace professionals in the comprehensive construction of a modern socialist country.
The year 2023 marks the beginning of the comprehensive implementation of the spirit of the 20th National Congress of the Communist Party of China, a crucial year for executing the 14th Five-Year Plan and accelerating the building of a strong aerospace country.
