On December 30, 2022, the National Science and Technology Work Conference was held in Beijing via video link. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the conference fully implemented the spirit of the 20th National Congress of the Communist Party of China and the Central Economic Work Conference. It reviewed and summarized the scientific and technological work in 2022 and the historic achievements and valuable experience in scientific and technological innovation since the 18th National Congress of the Communist Party of China, analyzed the current situation and challenges, and deployed key tasks for 2023.

The conference pointed out that in 2022, the national science and technology sector resolutely implemented the important instructions of General Secretary Xi Jinping and the decisions and arrangements of the Party Central Committee and the State Council. Aiming at accelerating the realization of high-level scientific and technological self-reliance and self-improvement, it strived to ensure the solid implementation of science and technology policies, thoroughly implemented the 14th Five-Year Plan for National Scientific and Technological Innovation, and completed all tasks arranged by the Party Central Committee and the State Council.

Accelerated research and development in key fields, achieving breakthroughs in core technologies. Seventy-nine special projects under the key R&D program were fully launched. A total of 212 technologies for the "Science and Technology Winter Olympics" were applied at the Beijing Winter Olympics. Achievements in epidemic prevention and control such as vaccines and drugs strongly protected people's lives and health.

Strengthened national strategic scientific and technological strength, accelerated the construction of national laboratories and the restructuring of national key laboratories, and launched the establishment of basic discipline research centers.

Utilized scientific and technological innovation to stabilize the economy, launched initiatives to enhance enterprises' technological innovation capabilities, and piloted the construction of future industrial science and technology parks.

Jointly with the People's Bank of China, established a 400 billion yuan re-lending facility for scientific and technological innovation.

Accelerated the development of regional innovation hubs. The international scientific and technological competitiveness of Beijing, Shanghai, and the Guangdong-Hong Kong-Macao Greater Bay Area was further enhanced. Support was given to Chengdu-Chongqing and Wuhan in building nationally influential scientific and technological innovation centers. Two new national independent innovation demonstration zones, eight national high-tech zones, five national sustainable development agenda innovation demonstration zones, and 25 innovative cities were established.

Advanced the reform of the science and technology system, implemented the newly revised Science and Technology Progress Law, improved the science and technology award and incentive mechanisms, and carried out pilot reforms in the evaluation of scientific and technological achievements.

Accelerated the development of scientific and technological talent teams, optimized high-end talent programs, launched special campaigns to reduce the burden on young researchers, and established more than 400 young scientist projects under key R&D programs.

Strengthened work on foreign experts, optimized systems to facilitate foreign talents' work and life in China, held the National Foreign Experts Work Conference, and organized the International Talent Exchange Conference.

Promoted science popularization, established a mechanism involving more than 40 departments to jointly advance science popularization, and issued guidelines on strengthening science popularization in the new era.

Strengthened the governance of scientific and technological ethics and the development of research integrity, issued guidelines on strengthening the governance of scientific and technological ethics, and formulated measures for the review of scientific and technological ethics.

Actively expanded international scientific and technological cooperation. Thirty-two cooperation outcomes supported major events such as state visits. Forty-eight intergovernmental science and technology cooperation joint committees were held. China actively initiated major international scientific programs and projects such as "Deep-Time Digital Earth" and "Ocean Negative Emissions," and expanded and promoted scientific and technological cooperation with the United States, the European Union, ASEAN, and other parties.

★ Seventh, adhered to the "dual-wheel drive" of scientific and technological innovation and institutional innovation, achieving historic breakthroughs in the reform of the science and technology system.

★ Eighth, adhered to talent as the primary resource, forming a large-scale, well-structured, and high-quality scientific and technological talent team.

★ Ninth, placed science popularization on an equal footing with scientific and technological innovation, opening a new chapter in science popularization and innovation culture development.

The conference emphasized that 2023 is the first year to fully implement the spirit of the 20th National Congress of the Communist Party of China. The national science and technology sector should, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the Central Economic Work Conference, coordinate development and security, fully and accurately apply the new development philosophy, accelerate the construction of a new development pattern, adhere to science and technology as the primary productive force, talent as the primary resource, and innovation as the primary driver. It should integrate the implementation of the strategies of invigorating China through science and education, strengthening the country through talent, and innovation-driven development, and coordinate scientific and technological, educational, and talent work. Adhere to the "Four Orientations," take promoting high-quality development as the primary task, focus on building systematic capabilities characterized by "top-level design guidance, major task-driven, and basic capacity support," prioritize self-reliance and self-improvement, improve the national innovation system, strive to strengthen national strategic scientific and technological strength, enhance independent innovation capabilities, win the battle for key core technologies, deepen the reform of the science and technology system, build high-quality scientific and technological talent teams, expand international scientific and technological exchanges and cooperation, lay a solid foundation for becoming a leading innovative country and a science and technology powerhouse, and get off to a good start in building a modern socialist country. Ten key tasks will be prioritized:

● First, thoroughly study, publicize, and implement the spirit of the 20th National Congress of the Communist Party of China, focusing on comprehensive learning, understanding, and implementation.

● Second, focus on national strategic needs and long-term development, and strengthen national strategic scientific and technological strength.

● Third, improve the new national system and win the battle for key core technologies.

● Fourth, accelerate the implementation of major national science and technology projects and foster new economic growth points.

● Fifth, persistently strengthen basic research and advance forward-looking deployment in key fields.

● Sixth, implement the requirement that science and technology policies focus on self-reliance and self-improvement, and deepen the reform of the science and technology system.

● Seventh, coordinate the construction of international and regional scientific and technological innovation centers, and build an innovation and entrepreneurship ecosystem with international leading standards.

● Eighth, strengthen the dominant role of enterprises in scientific and technological innovation, and guide enterprises to leverage market advantages to cultivate innovation capabilities and competitiveness.

● Ninth, optimize the talent strategic layout and build a high-quality scientific and technological talent team.

● Tenth, expand international scientific and technological exchanges and cooperation, and form a globally competitive open innovation ecosystem.

The conference stressed that since the 18th National Congress of the Communist Party of China, the national science and technology management system has adhered to the Party's political construction as the guide, fulfilled the political responsibility of comprehensive and strict governance of the Party, promoted the in-depth integration of Party building and business, and achieved new progress in Party building. On the new journey in the new era, we must uphold and strengthen the centralized and unified leadership of the Party Central Committee, deeply understand the decisive significance of the "Two Establishments," enhance the "Four Consciousnesses," strengthen the "Four Self-confidences," and achieve the "Two Maintenances." We must consciously align ourselves with the Party Central Committee with Comrade Xi Jinping at its core, further enhance political judgment, understanding, and execution, and unify our thinking and actions with the spirit of the 20th National Congress of the Communist Party of China and the decisions and arrangements of the Party Central Committee on science and technology work. We must keep in mind that comprehensive and strict governance of the Party is a long-term task and the Party's self-reform is an ongoing process. Taking the Party's political construction as the guide, we must strictly enforce political discipline, strengthen political supervision, unswervingly implement the eight-point Central Government regulation and its detailed rules, and promote the integrated development of "不敢腐,不能腐,不想腐."
